One would expect the best-funded intelligence service in the world to produce good results, but, unfortunately, the U.S. intelligence community continues to commit avoidable blunders (witness the bombing of the Chinese Embassy in Belgrade). Intended as a provocative manifesto, this book calls for fundamental changes in the way that intelligence is collected, processed, and distributed by the U.S. government. Selected case studies are presented to illustrate problems and possible improvements. The authors call for more openness, a less hierarchical structure, and better cooperation with the private sector (which has lots of money and can respond faster). Continually evolving technological challenges will probably be overcome since this is what Americans do best, but it is hard to change a large bureaucracy with an entrenched worship of secrecy, unless it receives a giant, costly shock (e.g., the bombing of Pearl Harbor). The authors, who both started their careers at the CIA, previously collaborated on Strategic Intelligence for American National Security. Recommended for academic and large public libraries.

The Next President, and Next DCI, Need to Read This Book

This book dedicates itself entirely to fixing the underlying process of intelligence. The authors place intelligence in the larger context of information, and draw a plethora of useful comparisons with emerging private sector capabilities and standards. They place strong emphasis on the emerging issues (not necessarily threats) related to ethnic, religious, and geopolitical confrontation, and are acutely sensitive to the new power of non-governmental organizations and non-state actors. The heart of their book is captured in three guidelines for the new process: focus on understanding the consumer's priorities; minimize the investment in fixed hardware and personnel; and create a system that can draw freely on commercial capabilities where applicable (as they often will be). Their chapter on the failure of the bureaucratic model for intelligence, and the need to adopt the virtual model-one that permits analysts to draw at will on diverse open sources-is well presented and compelling. Their concluding three chapters on analysis, covert action, and secrecy are solid professional-level discussions of where we must go in the future.

Here is a book that offers a path to real reform based not so much on structural changes as changes in the intelligence production process. It makes a strong case for decentralization of intelligence production and the use by the IC of outside experts to assist in the analysis of specific intelligence subjects. The type of reforms that Berkowitz and Goodman advocate would give the members of the IC that elusive, but vitally important, attribute of flexibility to meet the challenges of the 21st Century. Unfortunately, the kind of reformation these authors argue for would require a major change in the internal culture of the primary agencies of the IC.

For example, members of the IC now make extensive use of private, commercial contractors even for core missions such as intelligence analysis, but only within an elaborate bureaucratic framework designed to fill vacancies, not improve the analytic processes. The use of outside subject matter experts from academia and the business world hired for specific analytic projects on an ad hoc basis as advocated in this book really goes against the basic culture of the intelligence bureaucracy. It is true that the National Intelligence Council (NIC) and some National Intelligence Officers (NIO) within the NIC have resorted to outside experts, but this is scarcely representative of the IC as a whole. Indeed in this reviewer's experience, outside experts of any sort are about as welcome in the IC as women are in the monasteries of Mount Athos. So clearly this and the other elements of the reformation program offered in this book would require profound cultural changes within the IC.

Robert D. Steele in a series of books such as "The New Craft of Intelligence" has attempted to develop some of the ideas presented in this book into specific practical changes affecting the way the U.S. produces intelligence. Steele's work would be a good follow on to this book.

Godd overview, poor suggestions

I enjoyed the broad overview of the generation and use of intelligence information. I found the suggestions of how to change the intelligence system too vague, driven by the management technique of the hour and unworkable. The authors suggestion that agencies drop specialized groups and pulls special teams together when needed. This may be workable in the short run, but in the long run there will be no deep experts as there are today. It takes time and money to develop these experts and only the government can plan to develop these experts, that may or may not ever be fully utilized. The authors site NASA's faster, better, cheaper management, a style that in my opinion is none of these, as something the intelligence community should adopt. It would be alright for someone to site this, but you must also site the numerous failures of the method. I got the feeling that if the book had been written ten years ago, Japanese management methods would have been sited as useful, they have of course fallen from favor. Cold fusion and the work that was done by innumerable physics to at the time of the first announcement as the way the intelligence community should attach important new questions that are time sensitive. Have hundreds of experts across the intelligence community bear upon a question as a way to get a quick, high quality answer. What the authors don't understand is all those physicists were working for free or on someone else's dime. All those hundreds of people will need to charge against this new effort, enough to break any budget, not to mention the poor chance of getting a high quality answer. So, the book is a good airing of the issues, but not much at solving the problems.

[Kindle Version] I'm sure this is a good book but very blurry screenshots

I cannot even stand to skim this book because the pictures/screenshots gave me an immediate eye strain headache. They are blurry on an iPad and plain unreadable on an iPhone 6 Plus. I would have loved to get the other book on Group Policy by this author - in virtue of the lack of options - but I am very glad that I spot checked one of these for formatting first.

To the author, thank you for being one of the few to offer a Kindle version for a reasonable price, but whatever you did to port this book to Kindle didn't work. I presume that there was not even an attempt to make sure it looked ok. I have over a thousand Kindle books and this one is the biggest nightmare on the eyes with those screenshots. If you offered a version of this book with no screenshots then I would buy that on top of this purchase just to give the content a try. But these are so bad that it literally hurts to skim over these. Kindle is a huge emerging market, please take more care for those of us who prefer it to paperback - even at a matched price. Thank you.

Andrew Solomon: Why do you think that such narratives from inside autism are so rare--and what do you think allowed Naoki Higashida to find a voice?

David Mitchell: Autism comes in a bewildering and shifting array of shapes, severities, colors and sizes, as you of all writers know, Dr. Solomon, but the common denominator is a difficulty in communication. Naturally, this will impair the ability of a person with autism to compose narratives, for the same reason that deaf composers are thin on the ground, or blind portraitists. While not belittling the Herculean work Naoki and his tutors and parents did when he was learning to type, I also think he got a lucky genetic/neural break: the manifestation of Naoki's autism just happens to be of a type that (a) permitted a cogent communicator to develop behind his initial speechlessness, and (b) then did not entomb this communicator by preventing him from writing. This combination appears to be rare.

AS: What, in your view, is the relationship between language and intelligence? How do autistic people who have no expressive language best manifest their intelligence?

DM: It would be unwise to describe a relationship between two abstract nouns without having a decent intellectual grip on what those nouns are. Language, sure, the means by which we communicate: but intelligence is to definition what Teflon is to warm cooking oil. I feel most at home in the school that talks about 'intelligences' rather than intelligence in the singular, whereby intelligence is a fuzzy cluster of aptitudes: numerical, emotional, logical, abstract, artistic, 'common sense' – and linguistic. In this model, language is one subset of intelligence – and, Homo sapiens being the communicative, cooperative bunch that we are, rather a crucial one, for without linguistic intelligence it's hard to express (or even verify the existence of) the other types. I guess that people with autism who have no expressive language manifest their intelligence the same way you would if duct tape were put over your mouth and a 'Men in Black'-style memory zapper removed your ability to write: by identifying problems and solving them. I want a chocky bicky, but the cookie jar's too high: I'll get the stool and stand on it. Or, Dad's telling me I have to have my socks on before I can play on his iPhone, but I'd rather be barefoot: I'll pull the tops of my socks over my toes, so he can't say they aren't on, then I'll get the iPhone. Or, This game needs me to add 7+4: I'll input 12, no, that's no good, try 11, yep...

AS: Naoki Higashida comes off as very charming, but describes being very difficult for his parents. Do you think that the slightly self-mocking humor he shows will give him an easier life than he'd have had without the charm?

DM: Definitely. Humor is a delightful sensation, and an antidote to many ills. I feel that it is linked to wisdom, but I'm neither wise nor funny enough to have ever worked out quite how they intertwine.

AS: As you translated this book from the Japanese, did you feel you could represent his voice much as it was in his native language? Did you find that there are Japanese ways of thinking that required as much translation from you and your wife as autistic ways required of the author?

DM: Our goal was to write the book as Naoki would have done if he was a 13 year-old British kid with autism, rather than a 13 year-old Japanese kid with autism. Once we had identified that goal, many of the 1001 choices you make while translating became clear. Phrasal and lexical repetition is less of a vice in Japanese –- it's almost a virtue –- so varying Naoki's phrasing, while keeping the meaning, was a ball we had to keep our eyes on. Linguistic directness can come over as vulgar in Japanese, but this is more of a problem when Japanese is the Into language than when it is the Out Of language. The only other regular head-bender is the rendering of onomatopoeia, for which Japanese has a synaesthetic genius – not just animal sounds, but qualities of light, or texture, or motion. Those puzzles were fun, though

AS: Higashida has written dream-like stories that punctuate the narrative. Can you say what functional or narrative purpose they serve in the book?

DM: Their inclusion was, I guess, an idea of the book's original Japanese editor, for whom I can't speak. But for me they provide little coffee breaks from the Q&A, as well as showing that Naoki can write creatively and in slightly different styles. The story at the end is an attempt to show us neurotypicals what it would feel like if we couldn't communicate. The story is, in a way, The Reason I Jump but re-framed and re-hung in fictional form. They also prove that Naoki is capable of metaphor and analogy.

AS: The book came out in its original form in Japan some years ago. Do you know what has happened to the author since the book was published?

DM: Naoki has had a number of other books about autism published in Japan, both prior to and after Jump. He's now about 20, and he's doing okay. He receives invitations to talk about autism at various universities and institutions throughout Japan. This involves him reading 2a presentation aloud, and taking questions from the audience, which he answers by typing. This isn't easy for him, but he usually manages okay. In terms of public knowledge about autism, Europe is a decade behind the States, and Japan's about a decade behind us, and Naoki would view his role as that of an autism advocate, to close that gap. (I happen to know that in a city the size of Hiroshima, of well over a million people, there isn't a single doctor qualified to give a diagnosis of autism.)

About the Author
Naoki Higashida was born in 1992 and was diagnosed with autism at the age of five. He graduated from high school in 2011 and lives in Kimitsu, Japan. He is an advocate, motivational speaker, and the author of several books of fiction and nonfiction.

My Brother Also Jumps

I read a lot of books about autism because my brother is severely autistic. I am very thankful to Nagoki Higashida for answered questions that I have about my brother's behavior and the way that he thinks. And also answering some questions that had not even occurred to me! His voice came through this book as very genuine and I have recognized some of the same feelings in my brother as Nagoki Higashida.

In fact I wish that my brother had the experience of being trained to use the special keyboard. So many things are locked inside for my brother but Nagoki been has let some of them out via the keyboard.
My brother also jumps. He always does this just before he starts a walk. He also loves to walk in places filled with nature. He wanted to go to a park when I asked him where on our latest visit. I have read quite a few books written by Asperger's but this one by a boy who has autism rings home for me. My brother can speak but usually he does not initiate any conversation, he is limited to a few words of a reply. I can see the struggle that he goes through when he is trying to "grab" something to say.

I was aware of the overload of senses but I didn't realize that the floors could be tilting for him. That must be why he touches the wall here and there trying to get some balance.

I thought that the author really conveyed how regular people can hurt people with autism's feelings. I knew that from being with my brother. I have heard people talk about my brother in front of him and that is mean. I know the author would feel the same way.

This book is very valuable for understanding autism and I wish that caregivers in group homes and others who work with people who have autism would read this book.

When I read this book, I truly wanted more. I am hoping that there will be a place in the future where we can send out questions to you. I have so much more that I want to learn. If you have a family member who has autism please read this book.

I can't speak highly enough about this book. For ...

I can't speak highly enough about this book. For any parent with a child with autism, reading the pages written so painstakingly by Higashida will bring insight and understanding. We bought multiple copies to distribute to teachers and carers as a result. Chapters are short and answer specific questions about behaviour and thinking. It demonstrates that not everything you see through "normal" eyes is inexplicable or even "abnormal" and that it is the point of view that is often wrong. This book explains this thinking succinctly and wth considerable charm and elegance. It is also written from the heart.

David Mitchell should be commended for bringing the book to the English language. He's a master of language and writing in any case (if you haven't read 'Bone Clocks' yet, let alone Cloud Atlas, grab them now!), but more than the style, which is simple, straightforward and thoroughly meaningful, it is the practicality of this book that is so important. It's a tool that anyone connect to the care of people with Autism should read and use.

Fantastic book with tons of helpful information for those who live, work or around people on the spectrum.

I work with students with Autisum. I found this book very helpful coming from someone who lives it daily. Some of what the author had written I already used with these beautiful people. After working with students who are on the spectrum for 20 years, I even found helpful information that I wasn't doing. I passed the book around with all that work in my program. Each one of us found this helpful and feel everyone that works with people on the spectrum need to read this book. Thank-you!

Possibly the most important book of the decade

People have been warning of the potential catastrophe awaiting us if the electric grid should fail for a long time, but most of those warnings have fallen on deaf ears or considered the rantings of post-apocalyptic doomsayers. But when Ted Koppel--one of the nation's most trusted journalists--takes up the cause, each and every one of us needs to listen. In a relatively short and readable book, Koppel succinctly and unemotionally makes the case that (a) the electric grid of the U.S. is extremely vulnerable to collapse due to either cyberwarfare, EMP attack, or solar flare; (b) due to a variety of economic and political reasons, we have not implemented necessary steps to protect the grid; and (c) most frighteningly of all, we do not have emergency plans on either the state or federal level to deal with a widespread collapse of the grid.

This is not a trivial threat. Imagine Katrina, only thousands-fold. Koppel notes that the report of the commission tasked with evaluating a potential EMP attack predicted that, in the case of such an attack that would destroy large parts of the grid, only 1 in 10 Americans would still be alive a year later. It is important to stress in light of the preceding sentence that Koppel's book is NOT a hysterical fear-mongering rant; instead, it is a careful analysis of the genuine risks and a convincing documentation of how completely unprepared we are, at all levels, to face this threat. As a chilling example, consider the quote Koppel provides by Jeh Johnson, secretary of the Department of Homeland Security, who when asked how the country would respond to a collapse of the grid, said "Oh, I'm sure FEMA has the capability to bring in backup transformers." As Koppel so compellingly describes, we not only don't have sufficient spare transformers lying around, we don't even have the infrastructure to deliver them in a timely manner.

Koppel also offers a convincing argument that this threat is different from other seemingly similar threats, such as nuclear war. Simply put, with conventional or nuclear war, we know who is attacking or might attack us, and our ability to quickly administer an equal or greater response serves as a deterrent to any even slightly sane enemy. It is also the case that relatively few nations exist with the capability to mount a conventional or nuclear offense against us. But as Koppel notes, this is the first time in the history of warfare where "small groups, even individuals, can undermine the critical infrastructure of a state."

The book is divided into three major sections: The first, "A Cyberattack" is a careful if sometimes dry and technical argument demonstrating the vulnerability of the grid. My impression is that Koppel started the book this way to show that he isn't merely fear-mongering, but if you find your eyes glazing over the minutiae of the SCADA computer software used by electric companies, don't give up on the book entirely; skip to the second section, "A Nation Unprepared," which documents chillingly the lack of planning for a collapse of the grid by the very federal agencies that OUGHT to be planning for such an event, and the third section, "Surviving the Aftermath," where Koppel describes the mind-set and actions taken by the groups most likely to survive a grid collapse, such as preppers and the Mormons. While that section is perhaps the most "optimistic" part of the book, the optimism dims more than a bit when Koppel repeatedly raises but never satisfactorily answers the question of how these prepared individuals or communities will react when throngs of panicked citizens who HAVEN'T prepared come knocking on their doors and asking for help.

I don't often encounter a book that I think literally everybody in the country should read, including and especially our nation's leaders. We can take steps to protect the grid. It won't be cheap or easy, but it can be done. My hope is that Koppel's book will attract enough attention that we will no longer ignore this very real vulnerability.

Cyber Pearl Harbor

Because he’s Ted Koppel, he gets to interview cabinet secretaries and their senior staff, as well as senior civil servants, politicians and agency heads. To set up interviews across the country, he simply called US Senators. That quality alone makes Lights Out a higher level read. The other plus is the way Koppel has organized and written this book. It is broken out into bite-sized chapters, like television news items, keeping interest but delivering the salient points succinctly. And he leaves no stone unturned. Every time you think “Yes, but…” he has the answer in the next paragraph, page or chapter. So Lights Out is both challenging and satisfying, fascinating and horrifying. And important.

The core of the horror is our electrical grid. It is no secret that it old, old fashioned, creaky, decrepit and vulnerable to physical attack. Koppel adds that in addition, it is even more vulnerable to cyberattack. Hackers could, if they so desired, crash the whole electric grid, much as the United States and Israel ruined Iran’s uranium processing plants and as Iran turned 30,000 Saudi computers into useless doorstops. We have the technology; we have successfully deployed it ourselves. If similar efforts were made against the USA, it would mean weeks and months before power was restored. Water would stop flowing, gas would stop flowing, gas stations would close, hospitals would close, banking systems would cease. Debit and credit cards would not operate. Replacements for Very Large Transformers run to over a year lead time. The US has hundreds, all custom made.

And the government? Clueless. There are no plans to deal with this or prevent it. Cabinet Secretaries contradict agency heads on the existence of plans, administration “experts” minimize the possibilities, first responders hope they can retire before they have to deal with it. That is the state of American preparedness. There is no policy, no oversight, no budget, no contingency, no planning at all. We’ll deal with it when it happens, like global warming. It’s just not real enough for Americans to worry about. The best advice from Washington? Ensure you have a portable radio and fresh batteries.

Koppel is clearly worried about it, and all the really nonpolitical experts are unanimous in saying it’s a matter of when and not if. Without a doubling of America’s capacity to feed and house itself somewhere where there’s electricity, there is no way to see everyone through such a period. And no one is even trying, except for handfuls of survivalists/preppers. They are individually preparing for a Mad Max sort of post-apocalypse era, where bullets matter as much as dried food.

It’s a short, fast read, a slap up the side of the head, and a national scandal. We spend billions on 800 foreign bases and ensuring dangerous liquids like chocolate frosting don’t make it into airplane cabins, but the national electrical grid limps to its almost inevitable fate, unattended.

In response to the age old question "Where were you when the lights went out?"
Same place where I was, in the dark.
This book reflects the authors capability to interview important people. However their responses are fairly uniform across the board.
Yes, there might be a problem and we are doing very little to prepare.

The book is short, I read it on a Sunday afternoon. It seems to have a good list of references but there are not a lot of details in the recommendations. Three chapters and about 27 pages are used to discuss the Mormons, which can be summed up as they are prepared.

Based on a TV interview I expected more details, Such as a ranking of which geographic areas are most in danger. Are here areas of much older facilities likely to be difficult to repair? Actions to take if a problem occurs, rather than just "have a plan". Hard examples of major recent power outages and time it took to recover, instead of just a few examples.

For instance if 1 major transformer is lost do we stay or do we go?

If you know nothing about the grid and the potential for it failing, nothing about cyberwarfare and the possibilities, this might be a good introduction.

It's a very easy read without a ton of details. And it shows what the government is not doing. If you remember the Northeast blackout of 2003 in which a software bug plunged 55 million in to the dark then you know the possibility of computer failure taking down the grid.

The programs listed, which were originally developed for use on mainframe computers, have been thoroughly updated for use on desktops and laptops. Unlike the first edition, the new edition has problems (with solutions) at the end of each chapter.
